The capital city of the Zephrian Union of Republics is the old Fortress City of 西海安 (pronunciations/ Anglicization: Çihæ-œ, xi-hai-an, see-hay-iu, Wesmerfort) was built up as a naval base by the Archelios Empire in the 1720s and subsequently built up in the 1800s as the location proved an excellent stopping point for land based trade. The city is placed at the end of the end of the Xihai Bay, on a peninsula, and served as the staging ground for the Republican Wars of 1852 against the Archelios Empire. Those wars resulted in the formation of the Union.
The skyline of the city is fairly low, and dominated by the 126 meter tall Tzaining building(1940). The city is home to some 6 million people sprawled across the peninsula and bay. It is also home to the Gutzon Polytechnical University, the premiere school for tertiary education in the country. The architecture of the city is mixed between the much older stone buildings of the Archelian fortress and the relatively newer wood buildings as well as the few gleaming steel and concrete towers. The climate in the region necessitates A-frames and/or pointed roofs to divert water to keep buildings from collapsing in the rain. There are ornamental eaves on almost all buildings. The national education system is largely based on Saqalona’s (OOC theirs is based on ours but we don’t talk about that). Children are required to attend a primary school for 6 years starting at age 8 in which they learn the basics of most of what they need to learn: arithmetic, algebra, economics, history, Xihaen, Andharian, as well as the basics of physics, art and engineering.

After primary schooling there is secondary school, which is optional, but free. Those who choose to continue schooling are then required to pick their base specialisation, “reason” and “literary” (math based and literature based).
