Carinidal-Myral Treaty Organisation (CIMTO)

Previously the Northern Economic and Customs Organization (NECO).

The Carinidal-Myral Treaty Organisation (CIMTO) is an economic, diplomatic and political regional organization with the intended purpose of promoting regional peace and security. CIMTO is headquartered in Vopar, with offices in Dunstmurus, Saskalå and Raikurene.

NECO was established after the Great War and the Nykean Civil War with the aim of easing reconstruction efforts, protecting the economies of Northern Carinidal, and ensuring a stable Carinidal for future generations. On February 8th 1947 4 Nations, Sulzen, Nykea, Falkre and Raiware, assembled in Vopar, Sulzen for a conference and began drafting of the NECO Charter. The Charter took effect upon the conclusion of the conference.

In 1954, shortly after the Second Great War, NECO expanded to include many former Tasharkhan member states, more than doubling its member count and greatly expanding its influence on the world stage. At that time, it was decided to change the name of the military side of the alliance to better fit it's new position. What used to be a subsection of NECO as a whole, the Assault Readiness Collective, (NECO-ARC), became The Carinidal-Myral Treaty Organisation, as well as the main alliance. With NECO being relegated to the looser economic side of the alliance, including several member states not part of CIMTO, such as the Frieedman Empire.

The NECO charter was also effectively renamed to the CIMTO charter to reflect the organizational changes.

Preamble

WE THE PEOPLES OF NORTHERN CARINIDAL HAVE DETERMINED
to protect our shared economic and cultural interests, and
to promote regional stability, unity, and prosperity, and
to defend our interests on the global stage, and
to establish the conditions for social progress and better standards of life in greater freedom,
AND FOR THESE ENDS
to practice decorum and live together in peace with one another as good neighbors, and
to ensure, by the presence of just institutions, that armed force shall not again scar Northern Carinidal, and
to unite our economic might, and the might of our peoples, in the interest of the common good,
HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS.
Accordingly, our respective Governments, through representatives assembled in the City of Vopar, who have exhibited their full powers found to be in true and proper form, solemnly affirm the present Charter of the Northern Economic and Customs Organization and proclaim an international organization to be known as the Northern Economic and Customs Organization.

ARTICLE
CLAUSE
I. THE PURPOSES OF THE NORTHERN ECONOMIC AND CUSTOMS ORGANIZATION
1) To maintain regional peace and security by peaceful means.
I2) To promote the free and open trade of goods between member states.

3) To preserve the interests and independence of Northern Carinidal.
II. THE ORGANIZATION AND ITS MEMBERS, IN PURSUIT OF THE PURPOSES DEFINED IN ARTICLE 1, SHALL ACT IN ACCORDANCE WITH THE FOLLOWING PRINCIPLES.1) The Organization is based on the principles of sovereignty and equality of all its Members
II2) All Members shall fulfill in good faith the obligations assumed by them in the present Charter.

3) All Members shall settle their disputes by peaceful means, preserving the dignity and freedom of all Members.

4) All Members shall refrain in their relations from the threat, or use, of force against one another

5) All Members shall give the Northern Economic and Customs Organization every assistance in any action it takes in accordance with the present Charter, and shall not provide assistance to any state or organization which the Northern Economic and Customs Organization is taking action against

6) Nothing in this Charter endorses, authorizes, or otherwise approves the Northern Economic and Customs Organization to intervene in matters which are, in essence, within the domestic jurisdiction of any Member state.
III. MEMBERSHIP
1) Membership in the Northern Economic and Customs Organization is open to all reasonable states acting in good faith, and aligned with the interests of Northern Carinidal and her peoples.

2) Admission of any state into the Northern Economic and Customs Organization must be approved by a vote of three quarters of the full membership of the Organization. This vote shall only take place six calendar months after a submission has been made.

3) A Member state which has been deemed to act against the interests of Northern Carinidal or the common good of her people may be censured, or in severe instances, removed from the Membership of the Northern Economic and Customs Organization.

4) Special Membership shall be granted as seen fit for the purposes of Auxiliary Organs laid out in Article 6.
IV. ECONOMIC COOPERATION
1) The Free Trade of goods within and between the member states of the Northern Economic and Customs Organization shall not be impeded by the Organization or its Member states.

2) The Northern Economic and Customs Organization has the Authority to impose taxes, tariffs, and bans on imports and exports from and to states outside of the Organization.

3) The Northern Economic and Customs Organization has the Authority to negotiate on behalf of its Member states in matters of international trade.

4) In the event that a Member state is threatened, embargoed, or otherwise substantially harmed by an outside power, all Member states are obligated to impose restrictions upon the offending state, preserving the Unity and Strength of the Organization.
V. CUSTOMS BETWEEN MEMBER STATES
1) Reaffirming and aligned with the ideals of Free Trade between member states, the Northern Economic and Customs Organization has the authority and the duty of writing and enforcing regulations on trade and movement between Member states.

2) Unless specified within this Charter, or within any resolutions passed by the Organization, Member states have the authority to regulate the flow of specific goods through their borders

3) The Trade of food specifically shall not be impeded by Member states, except in the case of preserving the health of a Member’s Agriculture or Environment, or preventing the spread of illness between Member states.
VI. TRADE OF SPECIFIC ECONOMIC GOODS1) The Charter Members give special distinction to several industrial goods, and therefore the Organization is authorized to regulate the trade of these Specific Goods, in full, into and out of the Member states.

2) Oil and Petroleum products are recognized as vital to modern industry, and therefore the trade of these Specific Goods shall be under the control and supervision of the Organization. For this end a Special Organ of the Northern Economic and Customs Organization shall be created and shall be known as the Oil Producing and Exporting Nations, OPEN.

3) Coal is recognized as a vital resource for industry, and as such the Organization is authorized to regulate the production of Coal within its Members, as well as the import and export of Coal to and from its Members.

4) Uranium Ore, Enriched Uranium, and any other fissile, or potentially fissile, materials are inherently dangerous to the good of Northern Carinidal and the wider Global Community. Any export of these materials to non-Member states must be discussed and approved by three quarters of the full body of Members.

5) Locomotives and Rolling Stock are acknowledged as critically important to the flow of goods between Member states, and therefore the Rail Infrastructure of Member states shall be consistent between Members with respect to quality and Gauge.
VII. THE EXCHANGE OF TECHNOLOGY AND KNOWLEDGE
1) To promote equality and unity between the Member states, the access to knowledge shall not be restricted between Member states. Technology developed by one Member state shall be shared between all Members at the earliest possible date. Military technologies are exempted from this obligation.

2) Member states are highly encouraged to support each other in all endeavors regarding research and development of new technologies.

3) In line with the Purposes of the Organization, Military intelligence obtained by a member state, when it concerns the affairs or security of another Member state, shall be dispensed to all relevant parties immediately.
VIII. PROTECTION OF DOMESTIC INTEGRITY AND SECURITY
1) Keeping in mind the purposes of the Organization, Member states shall take all action within their powers to eliminate corruption, organized crime, violent organizations, and any other activities generally detrimental to keeping Peace inside and among Member states.

2) In light of the recent war and general devastation on the Continent, Member states are required to offer all economic assistance, within their full powers, to other Member states. Economic assistance may be, but is not restricted to, reconstruction efforts, food distribution, public works programs, Merchant Marine Convoys, and Asylum of Refugees and other displaced individuals
