The UCF did not originate as a pact that it had become in 1963.
The UCF had been established during the 1947 Battle of Quaker during the 1st Grammarian Civil War, in which the forces in and around Quaker had found themselves under attack by Songist rebels.
The forces under the Empire of Tokaido, the Socialist Republic of Toripuru, the Barian Federation and the Patalonian Federal Republic of Districts (commanding the various embassy guards) desperately clung to form a united command structure to organize the various forces during the battle.
After the battle, the UCF remained as an unofficial partnership, with the United Command Forces Tribunal bringing in judges from all 4 nations to trial and punish the most notorious criminals of the civil war, notably Joseph Song.
The UCF nations bonded together to form the IPC for pursuit of greater stability in Atera.
However, this unofficial partnership was not to last, with the Empire of Tokaido becoming increasingly dictatorial, attempting to conquer Baria and starting the Second Great War, the UCF was officially void.
However, this was only on the outside, the hidden pact between Baria, Patalonia and Toripuru was maintained, especially becoming relevant during the fascist invasions of Carinidal and the Agat crisis.
With war coming to Barian shores, during the start of the Second Tokan War, the UCF was made official, an official pact between Baria, Patalonia and Toripuru for mutual military assistance when any of the nations' sovereignty was threatened.

The Unified Command Forces
The desperate alliance in Quaker held stronger than was seen to the wider Atera.
The UCF leaders bonded together to promote peace, to found the IPC.
The UCF continued in the shadows to aid and support each other as darkness began it's encroachment of Atera.
Now with a member of the UCF in desperate need, the pact is once against visible to the world during a desperate attempt to ensure liberty never dies.

The Unified Command Forces (UCF) Treaty shall be officially signed in the city of Hagenau, Brabent District, Patalonia.
The three signatory members of the UCF:
Patalonian Federal Republic of Districts
Barian Federation
Socialist Republic of Toripuru
Agree to the terms of mutual defence. In the event of a foreign power attacking 1 or more of the pact's members, this Treaty allows for the defender nation to formally invite the other signatories to aid in the defence of their sovereignty.
This defence clause shall have no caveats, an attack on any part of sovereign land of any of the signatories allows for the triggering of the mutual defence clause.
